The Ministry of Road Transport and Highways has issued orders that steel produced from various sources, including ore, billets, pellets, or melting of scrap, will now be permissible for National Highway construction, provided it meets the required standards for specific steel grades. The steel intended for use will undergo testing in NABL-accredited laboratories as an external verification before approval. This decision is based on comprehensive analysis, stakeholder discussions, and technical opinions.

Previously, the contractual provisions mandated the use of steel exclusively from primary/integrated steel producers. However, considering the rise in steel prices, which could impact the cost of constructing national highways, Union Minister for Road Transport & Highways, Shri Nitin Gadkari, recommended reviewing all potentially restrictive conditions without compromising the quality of materials used in highway construction.

This measure aims to broaden the supplier base for steel utilized in national highway projects, fostering increased competition and facilitating better price determination in the market. It aligns with the Minister's ongoing efforts to reduce costs through the adoption of new technologies, removing supplier restrictions, and enhancing transparency within the procurement system.
